There is a misconception that track frames need to have highly responsive steering. In reality, if the steering is too quick, the rider can easily get into trouble fighting twitchy handling at high speeds.
Spin Arts track frames are built to be fairly stiff to handle the sudden and large forces that track racing demands. I favor bottom brackets high enough for crank and pedal clearance, but not so high as to negatively affect stability, and moderately neutral steering for consistent and secure control.
Spin Arts track frames can be general purpose or built specifically to meet the particular requirements for individual events, i.e. sprint, pursuit, kilometer, or mass start racing.
